One way to insure effective emegency planning at the local level.

The real solution is to have a Federal law that would allow local elected officials who fail to plan adequately or execute their plan effectively to be charged under Federal law with criminal civil rights violations.

After all if, by their inaction, they did deprive someone of their “life” much less liberty or pursuit of happiness should they not be as criminally responsible as the white collar criminals of the major corporations?

I say stop letting them hide behind excuses. If the Federal government can try executives of large corporations they should also be able to do the same of local officials when they have failed the people who relied on them.
