This report is quite low if my observations are correct. However there is a simple solution. It has two parts.
- Mandate that no cell phone can make or receive calls while in motion unless the subscriber has filed sufficient proof of catastrophic insurance coverage. Set a minimum of $5 million. Phones installed for and usable only by back seat passengers could be exempted.
- Mandate that whenever an individual is involved in an accident their cell phone records will be reviewed and if they where on a phone call when the accident occurred they are automatically presumed to be the cause and bear all responsibility for any damage done.
This would have long range benefits as well in that it would no doubt result in the creation of significant numbers of new jobs for chauffeurs.
I watched a 15 year old put her car in a ditch while trying to talk, put on makeup, and drive at the same time. Her excuse to the deputy was that a “cat ran out grabbed the tire and threw me in the ditch”. I thought the deputy was going to have a stroke trying to avoid laughing. The cat was magical since it was never found and seems to have disappeared in a puff of wind.
The really sad part was watching the angry daddy try to talk the deputy out of writing a ticket. Daddy succeeded in getting only a warning and a car repair bill. I have seen this same young lady driving with the same reckless disregard for herself and everyone around her. She has run stop signs in the neighborhood several times while yakking.
I wonder if daddy will be able to bribe death to only give a warning?
